About Ramón
With over two decades of experience in clean energy and environmental sectors, Ramón has made significant contributions to both public institutions and private companies across the United States, United Kingdom, Mexico, and Latin America. His career is marked by a series of impactful roles and collaborations with national government entities, financial groups, and civil society organizations.
Since 2016, Ramón has been an Independent Consultant, providing specialized counsel to a diverse range of clients. Notably, he has worked with USAID, the German Development Agency (GIZ), and the Extractive Industries Transparency Initiative (EITI) on natural resources governance. Additionally, he advised the National Content Authority of the Kingdom of Saudi Arabia on localization policies and consulted for Mexico’s Natural Resources Governance Institute with energy regulators ASEA and CNH.
From 2019 to 2023, Ramón served as the Team Leader of the Mexico Clean Energy Program and the Technical Director of Green Skills in the Skills for Prosperity Program at DAI Global. In these roles, he led the implementation of the UK Prosperity Program on Clean Energy in Mexico, focusing on building capabilities for SMEs, local governments, and the workforce in climate change mitigation and the low-carbon economy. He also directed the Green Skills component, providing capacity building to academic institutions in Mexico on technical skills in energy efficiency, renewable energy, and electromobility.
During his tenure at Mexico’s Ministry of Energy from 2013 to 2016, Ramón held several key positions, including General Director of Strategic Projects and Deputy Chief of Staff at the Deputy Secretariat for Hydrocarbons. He founded and directed the Mexican Secretariat at the EITI, collaborating with the World Bank, USAID, GIZ, and the UK Government. He also coordinated the regulatory framework design and implementation of the Mexico-Central America natural gas pipeline project and led indigenous consultation processes for private wind energy infrastructure projects in Oaxaca, Mexico.
Earlier in his career, Ramón was the Vice President at Emerging Energy & Environment, LLC, where he managed social and environmental strategies for renewable energy infrastructure funds, raising over USD 200 million. He also supported fundraising activities for a new energy infrastructure fund vehicle specialized in Latin America.
As a Project Engineer at Econergy International from 2004 to 2006, Ramón coordinated the registration of the first Mexican private investment venture listed on the United Nations Clean Development Mechanism market and designed a plan for the finance and market expansion of solar water heaters for the Mexican Energy Ministry and GIZ.
Ramón is a graduate of the Double Degree Program from Yale University with a Master's Degree in Business Administration (MBA) and a Master's Degree in Environmental Management. He completed his Bachelor's studies in Environmental Chemical Engineering from the University of the Americas, Puebla (Magna Cum Laude) and is a specialist in Natural Resources Governance from the Blavatnik School of Government at the University of Oxford.
