About Carlos

Carlos is a leader in sustainability, industrial safety, environmental protection and risk management, areas in which he has more than 30 years of experience. He began his career at Mexico’s national oil company PEMEX, where in 18 years of experience he served as Deputy Director of Strategic and Operational Planning, where he coordinated the corporate sustainable development policy and the annual social responsibility report.

In 2014, President Enrique Peña Nieto appointed him as the first Executive Director of the National Agency for Safety, Energy and Environment of Mexico (ASEA), in charge of industrial safety and environmental protection of the hydrocarbon sector. He has subsequently been an independent consultant for various international companies and a partner in the Energy, Sustainability and Climate Change practices at Deloitte. He currently heads the Latin American and Caribbean Methane Emissions Observatory of the Latin American Energy Organization (OLADE).

Carlos holds a degree in Chemical Engineering from the Instituto Tecnológico y de Estudios Superiores de Monterrey (ITESM) and a Master's degree in Environmental Engineering and Management from the École des Mines in Paris, France. He has studied Public Administration at the National Institute of Public Administration of Mexico (INAP) and is a member of the LEAD Program for Advanced Studies in Environment and Development at the Colegio de México (COLMEX).
